February 2026

What changed, in plain terms

NEPRA replaced net metering with net billing. Under the old regime, a unit you exported was credited against a unit you imported, one for one. Under net billing, exported units are purchased from you at a rate close to PKR 11, while imported units continue to be charged at the normal domestic tariff of roughly PKR 37 to PKR 55.

Systems sanctioned before the change were grandfathered on the old terms. There is an important qualification: applying to enhance the capacity of a grandfathered system moves that connection onto net billing. If your system predates February 2026, adding panels can cost you the arrangement you already have. Adding storage generally does not.

We file these applications regularly for both LESCO and MEPCO, so the process below reflects what actually happens rather than what the guidance says should happen.

What the grid pays you for one exported unitPKR 11.33What you pay the grid for one imported unitPKR 524.6x the priceImport tariff varies by slab and by distribution company. PKR 52 is a working average for a high use domestic connection.
Since February 2026, a unit exported to the grid earns roughly PKR 11.33 while a unit bought back costs PKR 37 to PKR 55. Exporting is now selling low and buying high, which is why storing the surplus beats sending it away.

When the rules changed
Feb 2026

Net metering became net billing

Systems sanctioned before February 2026 keep the old terms, but applying to enhance capacity moves the connection onto net billing permanently.

The process

How an application runs

  1. 1

    Documentation

Ownership documents, CNIC, a recent bill and the system design are assembled. Missing paperwork is the most common cause of delay.

  2. 2

    Application and fee

The application is submitted to your DISCO with the licensing fee. We track it rather than leaving you to follow it up.

  3. 3

    Inspection

The DISCO inspects the installation against the submitted design. We attend, so questions are answered on the spot.

  4. 4

    Meter and agreement

The bidirectional meter is installed and the agreement is issued. You receive the sanctioned documents as part of handover.

Net billing questions

What changed in February 2026?
NEPRA replaced net metering with net billing. Under the old regime an exported unit was credited against an imported unit, one for one. Under net billing exported units are bought from you at about PKR 11.33 while imported units are still charged at roughly PKR 37 to PKR 55.
Should I still apply?
In most cases yes. The export rate is poor, but the sanctioned connection is what makes a grid-tied installation compliant and it covers genuine surplus. What should change is the design: it should stop treating export as the source of return.
My system predates February 2026. Am I protected?
Systems sanctioned before the change were grandfathered on the old terms. The important qualification is that applying to enhance the capacity of a grandfathered connection moves it onto net billing permanently. If you are thinking about adding panels, talk to us first, because adding storage usually achieves more without triggering that.
How long does approval take?
It varies by DISCO and by workload, and we will not promise a date we cannot hold. The parts within our control, which are the documentation and attending the inspection, we manage. The queue is not within anyone's control.
What documents do I need to provide?
Proof of ownership or a tenancy arrangement with the owner's consent, CNIC, a recent electricity bill, and the system design, which we produce. Missing or mismatched paperwork, particularly a name on the bill that does not match the ownership document, is the most common cause of delay.
What does the application cost?
There is a licensing fee payable to the DISCO, which varies by system size and category. We do not mark it up. The preparation, filing, tracking and attending the inspection are included in our installation contract rather than charged separately.
Who installs the bidirectional meter?
The DISCO. It follows the successful inspection, and it is the point at which your export actually starts being recorded. We attend the inspection so that questions are answered on the spot rather than by correspondence a fortnight later.
Can I get net billing on a rented property?
The application is made against the connection, so it needs the consent of whoever holds it. Landlords sometimes agree, particularly on commercial premises with a long lease. It is worth settling before the system is designed rather than after.
Does LESCO differ from MEPCO in practice?
The rules are the same but the queues, the inspectors and the local documentation habits are not. We file regularly with both, which is why our timelines are drawn from what happens rather than from what the guidance says should happen.

If your system predates February 2026, talk to us before you apply

Applying to enhance a grandfathered connection moves it onto net billing permanently. Adding storage usually does not. It is worth ten minutes to establish which case you are in.
